I know I have bugged you before about this BUT...
Today on CSPAN Congress was told it would take a few billion to harden systems against a natural or man made EMP. It was also told that it would be unsustainable for 70-90 % of the US population if left undone. So why then hasn't our gov't fixed the systems?
If we had a government that had any sort of sane or rational fiscal policy, they could. Instead we are trillions in debt, so this sort of basic infrastructure work just isn't possible. Not while there are votes to be bought with public money, anyway.
